Residence has nothing to do with the name change. You do not pay tuition for college b / c you just moved to the state. After attending college for a year to consider you as a resident student and give you a break on your expenses.

Getting your name changed is a legal question that can be started with (withouta) A lawyer at any time after becoming eighteen.

Or just get married do it for women. And that too is a legal contract.
