Foreign Power Of Attorney

My father would withdraw his name a proxy in another country. He's sick so he can not travel. If I had a POA would I be able to withdraw his name by going to a foreign embassy instead of going in the countrya

If it is the person granting the power to someone else, all he has to do is change the POA and notarized do.

If someone gave him a power of attorney, and he no longer wants to serve in this capacity, all he has to do is send another person an e-mail or letter so they can modify their POAs to their country.
